Chinese national jailed for molesting Vietnamese tourist

A CHINESE national who molested an 18-year-old Vietnamese girl on holiday here was sentenced to four years' jail and six strokes of the cane on Friday.

Li Yan, 20, a dishwasher, admitted to causing wrongful restraint to the victim during the molestation at Haig Road on June 30.

A district court heard that the victim was returning to her sister's block in the early hours when Li followed her into the lift and said he wanted to have sex with her.

She ignored his advances and said she would call the police.

So here was I on the second day of my new post as Headmaster of St Oggs College for Boys. It is a private day school set in the heart of the English countryside with well-manicured extensive grounds. It caters for the sons of wealthy families in this largely prosperous part of the country. In all there are about five hundred boys with a modest sixth form.

In the distant past the school had a good reputation for academic achievement and general standard of discipline but over recent years the standards had declined and there had been mutterings of discontent from several of the more vocal parents. The school had seen many years of stability under Mr Bosworth who had been Headmaster for about 25 years. He was a firm disciplinarian who had permitted prefects to punish boys with the slipper and had encouraged form masters to use the strap in the classroom to control behaviour and maintain academic standards.He would use the same rod and the birch for serious offenses. Despite his strict approach to discipline, which has always been fair, Mr. Bosworth was a director well-liked and respected. He was replaced by two directors during a period of five years who have made a much more relaxed attitude to discipline, the prohibition of the prefects and masters the use of corporal punishment, although sometimes it would stick to boys very serious violations of conduct. It is under these two principals that there was a perceived decline in standards in schools.

I was appointed by the Governors to be Headmaster with a brief to restore the school to its former standards of academic achievement and reputation. I had previously been Deputy Headmaster of a private boys school in the north of the country. As I left that school the Headmaster's final piece of advice was,'be firm but fair. Don't be afraid to use corporal punishment and if you think it necessary delegate authority to use the cane or slipper to your staff and even possibly to your prefects. As long as the boys know you are fair they will respect you'.
